The objective of Stage 04, Goal 1 is not well described.  You have to be in 1st place at the start of Lap 2. Then you can fall behind for the required 60 seconds. If you try this in Lap 1, the event ends. 
Stage 04, Goal 2:  

I thought a 2:08 lap was pretty good but it wasn't good enough for a 200 kph average speed.
