What about noise pollution and light pollution--both of which are are very bad for people's health?
The effect of this policy, if it goes into effect, will be to make cars more expensive, and thus unaffordable for many people. And notice that motorcyles, lawn mowers, tractors, buses, trucks, trains, boats, ships and airplanes are excluded.
One of the hidden goals of the proposal is to force more people onto public transit and bicycles.
