The granularity of the time limit for discount upgrades has increased so I can see that it ends on the hour at 5 PM Pacific Daylight Time.  I think that is midnight GMT which makes sense. 

If we are going to buy more GC upgrades we may as well get them at a discount. Early reports of day 8 are coming in but no suggestions yet on what PR is best.
